Tapping Technology to Save Lives

“To Save Lives” is the primary objective of the MMDA Flood Control Information Center, which was launched last August 3, 2011, located at the Agency’s headquarters beside the MMDA Communications and Command Center (Metrobase).

The MMDA Flood Control Information Center now serves as the nerve center for the Agency’s flood control and other disaster – related operations. It was activated to disseminate vital information to the Local Government Units (LGU’s), as well as to the general public, to aid them in making decisions during floods and heavy rains.

The MMDA FCIC has 16 large LCD monitors, four of which are connected to 76 Road Safety Surveillance Cameras located along the major access points of Metro Manila for the monitoring of real-time traffic situations. Also, the water level and rainfall density coming straight from the MMDA’s Effective Flood Control Operating System or EFCOS are among those monitored by the center.

There are also two monitors meant for giving live camera feeds on the eight flood-prone areas in the metropolis. Another four monitors are essentially used in the remote monitoring of pumping stations which provides the detailed description of the operational condition of the pumping stations.

In Addition, it is connected to the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) and other websites of different concerned Agencies such as PHIVOLCS and Manila Observatory. Updated satellite image coming from the National Oceanic and Atmospheric Administration, which is a federal Agency in the United States focused on monitoring the condition of the oceans and the atmosphere, is also provided by one of the monitors, and thus shall help in keeping an eye to the incoming and outgoing tropical storms. There are two monitors showing the MMDA’s Traffic Navigator System which gives up-to-date traffic information in a click.

The FCIC also utilizes incident management and map navigation software that will capture data and emergency incidents and plot it on the map for better viewing and analysis. It is also capable of producing reports and storing data for future policies and program formulation. Moreover, the system can also link up with LGU’s and other concerned Agencies involved with disaster reduction.





More than responding to calamities, MMDA has always been dynamic and passionate in implementing preventive measures. Moreover, the Agency believes that adverse effects of a hazard could be minimized through effective precautionary measures, valuable organization and timely assistance.
